The financier acquired a smaller island - Little St James - back in the late 1990s, but subsequently obtained the more expansive Great St James in the year 2016 for approximately $22.5 million.
This visual evidence indicate he had drawn up ambitious plans to build upon the sprawling island by constructing living quarters, an open-air theater, an office beneath the waves and a reservoir.
Marked on the drawing is Pillsbury Sound, a waterway in the US Virgin Islands, noted on the lower right-hand corner.
The architectural drawing is covered in notations in red and contains a key detailing various parts of the property.
Alongside the main plan are what appear to be several other site drawings and engineering blueprints, including designs for marina coverings.
